Programme

Day 1

  1. Investment in the economy of the Republic of Kazakhstan. Investment in the industrial and sector, housing and civil and infrastructure construction, reconstruction and modernisation sector. Specifics of implementing construction, reconstruction and modernisation, capital and current repair projects in certain industries: oil and gas, mining, industrial construction, housing and civil and infrastructure.
  2. Stages of implementing investment projects in accordance with the requirements of the current legislation of the Republic of Kazakhstan in 2024. Current changes in legislation in 2024 in the Republic of Kazakhstan.
  3. Project management, monitoring, forecasts, financial and technical control of the targeted use of investment funds. Implementing Quality Management Standards on the project, developing and implementing Procedures and Strategies — tools for minimising the impact of risks.
  4. Strategic areas of project management: Project management, Cost management, Change management, Risk management, Document control.
  5. Tasks of the Project Management team in the successful implementation of investment projects in the industrial and sector segment of the economy. The role of risk assessment in successful project implementation. Terms of reference from investors. Organising reporting to investors, requirements, main criteria.
  6. Project management. Main tasks. Goals and methods of achieving them. Qualification and experience requirements for Project Management team specialists. Qualitative and quantitative evaluation of the project management function's work.
  7. Cost management. The legislative basis of this unit's activities. Maximum capabilities of the cost estimating and financial control function for the targeted use of resources and investment funds.
  8. Change management. Quality of the Design and estimate documentation of construction, reconstruction, modernisation, capital and current repair, current and emergency repair projects, and operation of the project's real estate.
  9. Document control. The role of the document control function on the project, prompt processing of project documentation, timely archiving and digitisation of documentation. Organising a single source of information (software) for all services and units on the project.
  10. Risk management. The role of the risk management function: forecasts, recommendations, planning, evaluation criteria. International risk management standards. The «Risk Management Strategy» procedure. Risk classification. Quantitative risk assessment. Probability of occurrence.
  11. The compliance strategy as an important tool for successful project implementation and for minimising the impact of «human factor» risks on the project.
  12. Planning production processes, project management, monitoring changes in production processes to achieve financial results. Using software products in the Project Management system.
  13. Pricing and appraisal of investment projects. The legislative basis. State standards.
  14. Forming the investment project implementation fund. The investment project estimate. Allocating investment by intended purpose.

Day 2

  1. Key factors of successful investment project implementation. Organising the investment project management function. Investment project timelines — the key factor in the financial result of project implementation. Business planning. Investment project implementation schedules: business processes, financing schedule, reporting.
  2. Methods of financing investment projects. Direct financing. Reimbursement of costs incurred. Payment on completion of the transaction.
  3. Specifics of implementing state budget-funded investment projects, investment from commercial sources and foreign investment.
  4. Determining the profitability of investment projects. Specifics of organising procurement in implementing investment projects. Determining the «Dumping threshold» in procurement and creating the most competitive environment.
  5. Monitoring business processes and deviations. Strategic decisions to correct deviations in order to minimise the impact of negative events.
  6. Organising financial and technical control of investment project implementation. Goals and objectives of financial and technical control, requirements.
  7. Models for the financial analysis of construction investment projects based on design and estimate documentation. Identifying the key factors affecting the cost of implementing investment projects with a target financial result within set deadlines, taking into account the project's specifics and the production capabilities of potential construction service providers.
  8. Determining the implementation timelines of construction, reconstruction and modernisation investment projects. Preparing work schedules. The regulatory framework and legislative requirements for project timelines.
  9. Planning and monitoring the investment project's business processes. Using modern software for investment projects. Recommendations on using ABC 2024, ABC PIR, ABC AKKORD, Primavera and others. Brief overview of software.
  10. World practice of successful implementation of industrial and sector investment projects. Overview of the general geopolitical situation affecting the conditions of project implementation.
  11. Coordinated work of the project management function and risk management, timely risk assessment — all these are effective tools for successful project implementation on time with the planned economic effect.
  12. Review of a standard assignment for organising monitoring, financial and technical control and risk assessment on investment projects. The industrialisation programme in the Republic of Kazakhstan. Tasks of the project management team in this programme.
  13. Analysis of world practice on the seminar topics. Qualifications of project and risk management specialists. Review of a specific example of successful project implementation on time with the planned financial result. Typical mistakes and problems from foreign and Kazakhstani practice.
