The Republic of Kazakhstan is undergoing one of the most large-scale reforms of labour legislation. A strict ban has been introduced on civil-law contracts where there are signs of an employment relationship, control has been strengthened through the USETD (enbek.kz) system, occupational safety rules have been expanded, and from 1 January 2027 digital conflict-of-interest checks and automatic notifications from medical organisations on screenings come into force.
In 2027 the area of responsibility of the HR officer and the HR director has finally stopped being just «paperwork». Today a mistake in registering an employee, an incorrect refusal to a candidate, an oversight in military records or a toxic conflict at the workplace can cost the company millions of tenge in losses, and management — personal criminal liability.
Court practice has turned to face the employee, inspections have become digital and automatic, and fines have risen. Business needs protection.
